One of the strategies required of the Official Educational Institutions (OEI) of Colombia, as per Law 115 of 1994, to contribute to the transformation of the educational system, was the construction of the Institutional Educational Project (PEI). This allows the establishment of dynamic and innovative institutions, capable of administratively and pedagogically managing the creation of learning and living environments. The article presents the results of a research and action project, developed under an agreement between the Secretariat of Municipal Education for Cali and the Institute of Education and Pedagogy of the Universidad del Valle, with the objective of reporting an inventory of the characterization of the PEI of 91 OEI in the city of Santiago de Cali. The research followed a qualitative approach, with a critical comprehensive perspective on content analysis. It was carried out from August to December 2017. The results were organized around the four steps of the PEI: institutional, academic, administrative and community; these invite us to think of the PEI as a complex process and not as a simple formal document. One conclusion was that there is no organic relationship with other social institutions in the contexts of educational institutions, so that responsibilities are shared in the construction and development of educational projects. Likewise, the OEIs do not present clearly, in their PEI, processes that account for the social, cultural, political, economic and environmental realities of their context and their respective problems, which represent the opportunity to integrate the PEI into the transformation of the territory.Downloads
